in second article of resources management we will discus roles and responsibilities for some management staff before diving inside resources management processes

  • advocate the project , specially while project concept is out together
  • act as voice (spokesman ) of project for people who do NOT know about project , specially upper management
  • seeking for appropriate support from upper management
  • provide funding
  • provide project statement of work SOW
  • provide initial information for project (scope, cost, time ) in charter
  • dictate project milestone
  • prioritize between project constraints
  • prioritize between projects in organization
  • constitute project in charter
  • authorize project manager in charter
  • set key stake holder

  • provide project team with time to plan
  • may provide list of risk
  • may review project management plan
  • determine the report needed by upper management to oversee project through communication plan
  • provide expert judgment
  • trade off schedule compression techniques (crashing , fast tracking , estimating

  • protect project from outside influence
  • enforce quality policy
  • solve issues that beyond project manager power or even authorities
  • provide expert judgment
  • trade off schedule compression techniques (crashing , fast tracking , estimating)
  • approve or reject change request through integrated change control (ICC ), or even delegate change control board CCB
  • may direct quality assurance QA operations

  • provide format acceptance for deliverables (if he is customer)
  • enable transfer deliverables to customer
  • support collection of historical record (lesson learned ) from/to knowledge base

Functional Manager Roles :

  • the functional manager Could  be(IT, engineering , marketing , sale ..etc )
  • assign specific individual to project
  • negotiate with project manager regarding resource
  • inform project manager with other projects that may affect his project
  • participate in creating project management plan by directing team
  • provide subject matter experience SME
  • approve final schedule (schedule baseline )
  • approve final project management plan during developing it
  • manage activities with his functional area
  • assist with solving problem regarding his team performance
  • help in solving technical issues
  • improve staff utilization

Portfolio  Manager Roles :

  • manage varies projects or programs that unrelated to each other , to help to achieve strategic  company goals
  • ensure selected project and programs provide value to organization
  • working with seniors and upper management to gather support for project
  • getting the best return from resources

Program Manager Roles :

Program Manager Roles :

  • manage related project to achieve result , could NOT be obtainable to manage projects separately
  • ensure selected project support strategic goals of organization
  • provide oversight , to adjust project for benefit of program
  • guiding and support individual project manager effort

Project Manager Roles :

Project Manager Roles :

  • first of all project manager is FULLY accountable of project success and failure
  • is assigned at initiation phase NOT after
  • help write project charter
  • in charge of project but NOT necessary for recourse
  • does NOT have to technical expert
  • influence project team by provide good atmosphere to work 
  • understanding how cultural differences could impact project
  • coordinate between project team and stakeholders
  • identify and analyze project constraints and assumptions at charter
  • lead project planning effort
  • lead project reconciliation between constraints provided at charter and estimating result for (time ,cost)
  • Project Manager Roles :
  • understand and enforce professional and social responsibility
  • assist team and other stakeholder during project execution
  • define project change management plan
  • determine the need of change request (preventive , corrective , defect repair)
  • approve or reject change request (if change within baseline and limit), or escalate change to CCB (delegated by sponsor )
  • work with team to resolve variance (deviation ) from project management plan
  • keep project team focus on risk management by assign risk owner and visit risk register periodically
  • develop time and cost reserve (risk ) for the project
  • should have responsibility and accountability to accomplish project management work
  • must say NO when necessary
  • being proactive more than reactive: work to prevent problem happened    rather than deal with it after happen
