this article we will discuss ( input , output , techniques and tools ) of project charter

but it’s OK to mention additional things we believe it could help to develop charter , like 

  • Contract (where applicable)
  • Project statement of work
  • Enterprise environmental factors
  • Organizational process assets
  • The project statement of work (S. O. W.)

Business need

  • Product scope description (writing product descriptions). These can serve as the S.O.W. (if the project is contracting to a vendor)

strategic plan

  • This is the organization’s strategic plan, and the project manager will need to make reference to it). This merely ensures that the project is in line with the organization’s strategic direction.

Environmental factors

  • These other factors that are outside of the project, 
  • the project must make sure that it is aligned with them within the project charter.
  • They include:Organisational culture and structure governmental or industry standards infrastructure human resources personnel administration organisations work authorisation system marketplace conditions stakeholder risk tolerance commercial databases project management information systems All of these aspects can influence the way that the project is managed.

Organizational process assets

  •  information that can be used on each project within the project charter, and are updated and added to if appropriate on each project, thus increasing these assets for future projects. They can be such aspects as:
  • policies
  • guidelines
  • procedures
  • plans
  • approaches
  • standards

Other aspects include:

  • project management policies
  • safety policies
  • performance measurement criteria
  • plates
  • financial controls
  • communication requirements
  • issue and defect management procedures
  • change control procedures
  • risk control procedures
  • procedures used for authorizing work
  • historical information (these should be examined when starting a project)
  • lessons learned reports
  • Tools and techniques for the project charter

created by customer or sponsor to describe their needs , which include :

     1- business need

     2- product scope description

     3- strategic plan

 SOW is detailed at scope statement (Planning )

  • SLA service level agreement
  • letter of intent
  • email
  • verbal agreement
  • contract (specially in external project )

Facilitation Technique

like :

  • brain storming
  • conflict resolution
  • problem solving
  • meeting management

process outputs

the output of process develop project charter is project charter itself which include some components we mentioned in previous articles  beside of  :

  • project purpose or justification
